Contract Specialist

This Contract Specialist position serves as the Contracting Officer, exercising a delegation of authority to contract for a variety of services, supplies and equipment. Provides a variety of procurement-related services and overall management of all contracts, as needed and within budget, including, but not limited to contracts for staffing, expert witnesses, litigated consultants and translation services/interpreters. If selected for this position, you will join a well-respected team that is responsible for providing Contract Specialist support in the U.S. Attorney's Office, Eastern District of New York, located inBrooklyn, New York, focusing in the areas of Contracting Officer. Typical work assignments will include:
Conducting management analytical studies and analysis of assigned program areas such as space management, mail, records, reproduction services, online and hardcopy forms, and communication services. Providing direct assistance and management for expert witness and office invitational travel accounts, purchasing supplies and oversight of the transit subsidy program. Reviewing requisitions and determines appropriate method of procurement, i.e., contract type, formal advertising, Federal Supply Schedules (FSS), General Administrative Services (GSA), Government-Wide Agency- Contracts (GWAC), Requests for Proposals (RFP) or lnvitation for Bids (lFB) or other means. Preparing statements of work (SOW) or Statement of Objectives (SOO), and other documents necessary prior to a formal solicitation process. Evaluating, in conjunction with subject-matter experts, proposals, unsolicited proposals and other bid documents and prepares contract solicitation and award documentation. Projecting and analyzing space needs based on proposed initiatives, staff changes, and technology improvements. Providing purchasing support to staff by acquiring supplies and services. ln this regard, purchases common supplies available off-the shelf, items that are manufactured to order or constitute specialized services or purchases. TIME-IN-GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). MINIMUM

To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
Basic Requirement:
Must have successfully completed a full 4-year course of study leading to a bachelor's degree with a major in any field. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS) OR Must have successfully completed 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (MUST SUBMIT YOUR COLLEGE TRANSCRIPTS) OR On January 1, 2000, must have held a position in the Federal service in the GS-1102 Contract Specialist series and my position was held at the grade level 5 or higher. I have continually held this occupational series since January 1, 2000. (MUST SUBMIT YOUR SF-50) GS-12 Minimum
Qualifications:
Must possess 1 or more years of specialized work experience equivalent to at least the GS-11 grade level in the Federal service performing the following duties:
1) developing procurement policies and compiling procurement data; 2) preparing documentation to support award decisions and resolving contractor performance issues; 3) conducting reviews of procurement actions to determine price reasonableness and compliance with legal and regulatory requirements; 4) ensuring compliance with Federal Acquisitions regulations and other regulations, policies, and procedures; 5) performing contract acquisition and procurement activities to include evaluating proposals, negotiating price, terms and conditions of contracts; and 6) conducting pre- and post-award functions for contract administration. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
