This Budget Analyst position provides routine and recurring budget administration and financial management duties which facilitate the conduct of more complex analysis and review functions and specific operational and analytical duties for administering the United States Attorney's Office (USAO) financial management program including budget, internal controls, accounting and financial reporting functions. If selected for this position, you will join a well-respected team that is responsible for providing Budget Analyst support in the U.S. Attorney's Office, Eastern District of New York, located inBrooklyn, New York, focusing in the areas of . Typical work assignments will include:
Performing a variety of routine and recurring financial management activities. Assisting in the formulation, justification, and execution of the district budget. Providing a variety of reports involving budget submissions, obligations, funds availability, agency program direction, etc., and costs of operations. Assisting in the preparation of monthly and quarterly financial and budgetary reports. Identifying future resource requirements, and in the planning and developing of future budget requirements. TIME-IN-GRADE REQUIREMENTS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). MINIMUM
Qualifications:
To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:
GS-09 Specialized
Experience:
You must have at least one full-time year (12-months) of specialized work experience equivalent to the GS-07 grade level in the Federal service that included:
Performing a variety of recurring financial management activities including obligations and unobligated orders; Identifying problems involving the budgeting process; Assisting in the preparation of budget requests and monthly budgetary reports; and Analyzing and evaluating changes in program plans and funding and their effects on financial and budget program goals. (This experience must be clearly demonstrated in your resume) OR Education:
You must have successfully completed two full years (36 semester hours) of progressively higher level graduate education leading to a master's degree or master's degree or equivalent graduate degree in finance, business administration, accounting, economics, or a similar course of study related to the work of the position. (Must submit transcripts) OR Combination:
Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (i.e., 18 semester hours) may be combined with experience under this standard. (Must submit transcripts) GS-11 Specialized
Experience:
You must have at least one full-time year (12-months) of specialized work experience equivalent to the GS-09 grade level in the Federal service that included:
Performing a variety of recurring financial management activities including obligations and unobligated orders; Providing information on financial policies to achieve program goals and objectives Researching and resolving problems involving the budgeting process; Preparing budget requests and monthly budgetary reports; Analyzing and evaluating changes in program plans and funding and their effects on financial and budget program goals. (This experience must be clearly demonstrated in your resume) OR Education:
You must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full academic years of progressively higher-level graduate education leading to such a degree in finance, business administration, accounting, economics or a similar course of study related to the work of the position. (Must submit transcripts) OR Combination:
Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education beyond two years, i.e., 36 semester hours, may be combined with experience under this provision.) The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
